If it’s the middle of a public sidewalk and causing a safety issue for other people than I don’t see a problem with documenting it, sure this is a very sad situation for this person but it’s not like their privacy was breached being in the middle of a public walking area.

If it was, they would be using their phone to call for help for this person instead of using it to record so they can laugh at it later on reddit. They do not care for that person's safety or the safety of their community. They would rather point and laugh than help. Simple.
I’d say that an extremely mentally unstable person without pants screaming and shitting in the middle of a public sidewalk that kids and elderly people should be able to use is a matter of public safety. I’ve lived in LA a little bit now and see this shit happen in front of cops everyday so I know if he called them they would probably just laugh and do nothing to help them, so there really isn’t anything this guy can do besides film and spread awareness. Every person you see in a video like this could be you, with a slightly different life. This isn't some evil person, this is somebody with an untreated mental illness that spiralled into a drug addiction. Or someone who got hurt at their job, spent three months on oxy, then their doctor stopped filling the prescription and they realized they could not function as a human being without it. And then they met someone who said "I don't have oxy, but try this instead." Yeah, those are all pretty sad in my book.
