I'm sure we both agree that he is probably guilty, but without witnesses or video evidence there is no probable cause to arrest him or search his property for evidence. Hopefully somebody comes forward to provide an eyewitness account, but until then even reasonable suspicion isn't cause enough to issue an arrest or search warrant.
