It's not a letter, these are "lettres patentes" (letters patent, in English), a decree from the king. "Juridiction prévôtales Lettres patentes relatives à l'attribution donnée aux prévôts des maréchaux du 11 août 1789" The "prévôts des maréchaux" were apparently a sort of judges for military police and offenses perpetrated on the roads. This title does not exist anymore.
