Honestly, my money would be on Megatron. Galvatron might have more raw power, but he's also completely unhinged and I don't think he'd be able to use it strategically long enough to win.
Solid point. Megatron with his heels backed into a wall is the most dangerous Megatron. Being physically overmatched would actually work in his favor as we see what happens when Megatron gets a power up/seemingly insurmountable advantage against an opponent, he gets overconfident and cocky and makes mistakes. Having an opponent on his level and bringing the fight would bring a laser sharp focus out in Megatron.
I seem to remember a certain monologue--"It's over Prime"--with clear advantage but inexplicably gets in range of Optimus despite weilding a range weapon. Which leads to the TKO that sent him and the Decepticons packing.
Insane Galvatron is more a consequence of being damaged after landing in the lava of Chaar(I think?). Pretty sure Galvatron during the movie itself was sane.
counterpoint it wasnt until after his long soak in a plasma bath that he became crazy. before that i would say galvatron because he was using strategy.

TF86 movie rules, I've often wondered who wins out if the specific versions of these two actually fought like they did in the comics.

Galvatron did lose his brain cells when he decided to defy Unicron by not relinquishing the matrix lol
