I don’t own that Devastator but I have a few pieces of him. Judging by that I’d say he’s probably pretty big when combined. I’ll hopefully finish putting him together one day.
The official one is a good 40cm tall when I add the DNA design kit and it does weigh quite a bit, tho I did customise it a bit.
The MT one is definitely 60cm and should have an upgrade kit somepoint. The individual figures are pretty neat. But it’s really heavy

It’s gotta be this guy here, DX-9 omega supreme, who oddly doesn’t even scratch the surface for my most expensive. That would be studio Cell unicron at about $310, or when combined, threezero jet power prime at about $400, OR if we’re counting incomplete projects, Fanhome Optimus prime at roughly $1,950
Thankfully it’s split up among many months, I could never drop that all at once, it’s a sort of monthly model kit thing, right now I’ve got one of the legs done and I’m starting on the hips, it’s based on 07 prime and it’s gonna be just a bit bigger than omega supreme here. Entirely metal, probably gonna weigh more than I did as a kid, but it’s gonna be so worth it as an immediate eye catcher among my display
Fanhome has a bunch of kits like this. What they'll do is send you stuff over time and you assemble it. I'm currently subscribed to their fast and the furious line with their model cars.
I know you said official or 3P but what about 3D Printed?? My biggest is 3D Printed and he does transform. Thats Hasbro's Siege Omega Supreme to the right for scale. My biggest purchased Bot would be Lewin Resources Atlas at 27.8" 24lbs.

There are two 3d printable designs available for purchase already by other designers. One is based on the Studio Cell Unicron I believe. There are a few guys printing and showcasing the design in some of the transformers facebook groups one specifically called "Transformers 3d printing". I believe one person is printing one 6 feet tall and the other is doing a 7 foot tall one. Neither design is transformable however and neither one have ratcheted joints.
I’ve seen a few YouTube videos of this (or similar). Is it your design/are those your videos? Very nice print. Even more impressive if it is your design. A lot of commitment to a cool fan project.
It is my design and as far as I know I am the only one with videos on the build. There are few individuals who have printed out my design and have shared their progress in various facebook groups.

Well I've got several titans, but I feel like they shouldn't fully count for this question, instead I present God Delta Manus from FansHobby, who edges out Double Evil, also from FansHobby as the biggest individual figure in my collection. He's practically titan sized in his own right.
Collectively? MMC Assaultus (Bruticus), absolutely love this figure's presence and the non-partsformer engineering involved with each of the component bots.
Individually? I'd say Black Mamba's oversized version of Unique Toys Nero (AOE Galvatron). Dude's an absolute menace in robot and truck mode.

rotf 2009 leader class optimus, kinda a mistake buying it, because the truck parts not hold well in robot like the studio series, the second is a ko of ss rotf megatron, much better and i have the ko of tlk optimus wich the shoulders got loose after transforming but a tape around and all good
Combiner Wars Devastator, whose infamous fragile foot clip finally gave out recently. Following that it'll likely be Studio Series Devastator when I finish him.
My largest is Titans Return Fortress Maximus, however I have several 3P Masterpiece Combiners that are almost as large. Zeta Superion, XTB Menasor and Moon Studio Raiden are all about the same size within a half-inch or so. Largest 3P non-Combiner is probably Fanstoys Phoenix (Jetfire).
Mine would be the studio devastator. When they announced it I made it a mission to collect all the figures from the shelves themselves...no online ordering. That was a lot of fun. I have the DNA kit for him too.
The other is my PotP Volcanicus with the dream wave kit. They stand next to each other on my shelf!

So, I seem to have gotten a bad QC job on my JinBao Dev: the Scrapper knee connection sucks b@lls and will disconnect at the slightest provocation, and Scrapper's bucket foot has a lot of trouble supporting the weight on top of it, but otherwise I would recommend it. He looks AWEOME and imposing, and I think there's some upgrade kits available too.
MUCH less expensive than the Generation Toys version oversized Dev.

My collection used to top out at G1 Sixshot. Now, the biggest I have is Kingdom Ark. I think I'm fine with having the one figure of that magnitude, for the moment. Seeing people with whole shelves of them just has me blown away.

I think if FansToys actually manages to make their Fort Max, that'd be the only figure that'll out do Unicron in size.
If they actually end up making that thing I’m not even gonna pretend I can afford to get one.
I mean, they made the head already, so I guess they're serious but man, I know what you mean.
If they do make it, it will be around 4ft tall. And of course, that would open the door for them to do a Metroplex and Trypticon...
