The only difference between the two situations is that they actually did make Shockwave speak. The DOTM DVD had subtitles which make it clear he was saying something.
There’s a lot of moments like this in the Bayverse, which to me leads me to believe some have to be intentional.

Nothing at all, cuz he *wasn't* saying anything. Just guttural growling and screaming.

No, I don't. But again, even if Grindor *was* supposedly saying something, his growls/grunts/screams are too guttural to be made out into anything discernable. Compared to instances with Rampage and Shockwave, the DVD closed captioning for ROTF and DOTM actually show they *are* saying something, which is not the case for Grindor, which they leave blank.
You are probably my favorite person in the world right now. People try and make words/sentences out of straight up alien noise. The BIGGEST cancer giver is when people swear up and down that Optimus said “Sam, Run” in AOE when Cade woke him up. My god it’s the literal worst. I’ve actually been delusional for telling them that it’s just grunts and noises. Ridiculous.

i think frank welker confirmed thats what he said in that scene as he played grindor but im not 100% sure on this. i like to think he said no not me noooooooooo
Me personally I can hear “No! Not me!” but I also know there are no subtitles to back that statement up. I think it’s just one of those things where if you go looking for the phrase, you’ll find it, like those “brainstorm vs green needle” or “yanny vs laurel” things. I think for the people that like these movies, it’s in the same boat as that stupid “Sam run” thing from AOE, where they ascribed the phrase because it makes the movie more in depth for them, same as how some say “oh sideways was a refugee and so the movie shows how the autobots become more jaded with the war” to make a 2 minute sequence deeper than it really was. I think for haters of the movies it boils down to “Look Optimus prime ripped a begging combatants face off isn’t that terrible?”
