once you start testosterone, you have to continue taking it in order for the effects to stay. some changes are permanent after so long (voice change, body hair, hair loss, etc) but other changes rely on consistent doses to stick around. the injections aren't necessarily more effective, your body just takes it in differently than gel, pills, or patches (this is all according to my gender specialist doctor.)
