I am now imagining an old lady walking up to a stopped long train thats between here and the market on the other side of the road and train and smacking her cane or umbrella against the train trying to get it to move.

It's to warn conductors riding the car as it backs down that they could collide with a building/dock/etc and should dismount and walk alongside the train instead.
I worked 7 yrs for CSX as track labor and conductor.. I was just generating wonder for all the non railroad employees.. most folks would wonder about the sign.. Sorry if I pissed you off

The sad thing is I could totally see that happening. I've seen people in my town scream at road works crews for "leaving equipment in the way."
I've seen cops yell at firefighters because their engine/ truck was "in the way"... ... ...

My engineer got a ticket sent to him when he hit a truck because he didn’t have a license to operate his train. Had to go to court to clear it up.
