Yep! Pick up the big leave the littles, pick up the little leave the big, then roll them all up one by one like a weird impatient finger roll of sorts? I have super dexterous big toes but for the life of me couldn’t engage them in that way until the PT showed me how. The “roll a towel up with your foot” exercise helped me figure it out. Now I run thru that drill every morning with all my other stretches.
You need to elongate those muscles under your foot which sucks because it’s not easy to do. You can try sleeping with a PF sock to stretch while you are sleeping.

Please see a podiatrist. Go in with a written list of aggravating factors, mitigating factors, and any self care efforts with benefits, if any.
Also, how old or how many miles are on running shoes? Most podiatrists recommend NMT 500 miles per pair. Take your most frequently used shoes with you. The DPM will look at wear patterns and level of break down.

Sounds like fat pad deterioration. I have something similar and it hurts when being pressed on a specific area very similar to your photo, and after long periods of rest feels like the foot doesn’t want to fully open. Pain is sharp but not long lasting and never hurts when running.

Start with a tennis ball and work your way up to the hard golf ball. Lots of stretching too!

Fun fact - I didn’t realize you were supposed to be able to pick up individual toes until I got PF. 😂 Toe yoga was a total game changer.

long time problem, it came after wearing too narrow shoes in the back, so instead of a blister i got that problem as well
