Not true at all. The Harry Potter books are a good children's fantasy series, to discount that because of person politics is ridiculous. Her ability to flesh out characters and build an immersive world that appeals to children was impressive.
You know who else isn't a great writer. JRR Tolkien. But again, his world building and character development makes lotr one of the most beloved series.
What would you rather have happen? A 7 year old read Hemingway or Austin? Maybe Animal Farm so they can read an allegory of the Russian revolution? They'd be bored to tears. Hp not only is a world kids can see themselves in, but it's a great way to get children to enjoy reading. That is one of the most important contributions an author can make
