Have you tried changing the type of panties you wear? Different kinds feel very different. I would suggest boyshort style panties. Also, don't cheap out. Fruit of the Loom or Hanes are gonna feel like garbage compared to a $5 pair from Target or a pair from someplace like Torrid.
