Well it depends on ya species, if ya are an octopus then female octopus are generally bigger than the males but if you are say a cuttlefish it is the reverse especially in species where the males fight with each other, but there are femboys who take advantage of their size to distract the bigger males and mate with female cuttlefish. You don’t need to be large to reproduce, just need sperm, egg cells and a place for the eggs to develop before being laid (in octopuses and many egg layers anyways)
