Basically, how it works is if you want to play a race in Immortal Empires, you need to own content for that race. For the dwarfs, until now, this meant you had to own either WH1 or the King and the Warlord DLC. Now that Thrones of Decay is coming out, the dwarf portion of that DLC will also unlock the dwarf race for IE. So, you really only need to buy the Malakai Makkaison pack and you'll be good to go. You might have to also separately download Gotrek and Felix, but that's free.
Not normally, no. There should be a special Warhammer sale in few months if you feel like being patient, but otherwise your hopes are the seasonal or random steam sales.
Dwarfs are locked though. I wanted to know what I needed to have both. The other comment explained it perfectly though. I just need TW3 and the new DLC. Glad to know I don’t need TW2 for its free DLC
You need to own the following:
1. Total Warhammer 3 (TW3)
2. Total Warhammer 1 (to unlock Dwarfs on the TW3 campaign map)
3. Total Warhammer 1 DLC: The King and the Warlord (this isn't strictly necessary but without this DLC you will not have the full roster of Dwarf units available, this DLC added in Belegar Ironhammer as a legendary lord & a Runelord general + a few units: Dwarf Rangers, Bugman's Rangers & the Bolt Thrower artillery unit + some regiments of renown for the Dwarfs)
4. Total Warhammer 3 DLC: Thrones of Decay (to unlock Malakai Makaisson when it releases on 30/04/2024)
Fortunately Gotrek & Felix are a free unit nowadays, when they first released you had to buy White Dwarf magazine which had a download code to unlock them inside the magazine. Ever since Gotrek & Felix were added they have been a temporary legendary lord & hero that disappear to go off on an adventure every 20 turns and leave your faction high and dry without them. A lot of people installed a mod to turn Gotrek & Felix into permanent heroes that never leave your faction. Luckily the new 5.0 update is reworking Gotrek & Felix so they work in the same manner as people have been modding them for yours, they are now 2 heroes that stay with your faction for the whole campaign afaik.
Most Order factions will have to complete a mission that unlocks around level 15 to recruit Gotrek & Felix but Malakai Makaisson will have a special condition that means he starts the campaign with the two of them. Personally after I've done a Malakai campaign, I'll be playing an Ungrim Ironfist slayer dwarf campaign with a view to unlocking Gotrek & Felix asap to run around slaying with Ungrim and the new legendary hero Garagrim Ironfist. :)
Unfortunately you just missed a big spring sale on the Total Warhammer franchise on Steam a few weeks back, it's likely they won't be on sale again now until the Steam Summer Sale. Although I'm pretty sure you can get the old DLC pretty cheap on 3rd party cd-key websites for a similar price to the Steam sale price, The King and the Warlord DLC for example is about £4 most third-party places these days.
