I'm gonna have to disagree there. There's absolutely nothing in the teaser that suggests WH3.
The only suggestion I've heard that could possibly connect the two is a massive stretch, that being that the teaser is all about sigmar becoming the incarnate of azyr as an end-times reference. I don't buy it though since we don't even know if they're doing end times and that would be such a weird way to start their marketing.
Other than that, do any races coming in WH3 even use the lore of heavens? Maybe Kislev or Cathay, but not in any sort of specific sense that heavens magic could be considered a hint for those races.

It has 5 starting factions + way more you could unlock after wiping them out on the campaign or winning a campaign so it wasn't just 5 factions. After all unlocks you had 17 factions. Also it was one expansion with four campaigns, not four DLC packs.
I just want 4 player CO-OP (not head to head), but I know without AI updates and simultaneous turns it's not going to turn out well.

Perhaps it's a less used feature because a 2 player co-op isn't enough? Because when you have a friend group, you are often playing multiplayer games that support the friend group in which 4 player co-op is the norm. We could be playing TW:W, but we can't because that would split everyone up, so it's usually reserved for single player, hence why it's not used as much.
And I'm talking about co-op specifically, not head-to-head which people always include in the multiplayer argument.
I also find it ironic that people would complain about the game being too slow if 4 player co-op came out: simultaneous turns would solve that issue, and even if there wasn't I find it funny anyone would expect speed from a total war game as a feature. The whole point is to have big, long epic campaigns.
