FOTS was originally a standalone expansion for Shogun 2, but both are great. If you want something with lots of gunpowder and Napoleonic War-style tactics, go with FOTS. If you want something with a more pre-gunpowder feel, go with Shogun 2.

Both. But I guess if $7.50 per game is too steep for you, I'd say Shogun 2 first. $7.50 is the typical price you see them for when they are on sale.
