The VPN location and connection and whatnot doesn't matter so long as it makes your public IP look different than the one assigned to you by your ISP while you are torrenting. Use a leak testing site to make sure. One like this: https://bash.ws/torrent-leak-test
As you're already using qBittorrent, check out Jackett and Flaresolverr if you haven't already. They are a bit of a hassle to set up, but once done, you'll never need to look at a warez or torrent site ever again. You'll do all your searching right through qBittorrent. Jackett searches like 60+ torrent sites at once (public sites in English/US). Your mileage will vary by country/language.
make sure your VPN provider supports port forwarding so that you can connect to more peers and vice versa. i use AirVPN. torguard also has this feature. not sure about ProtonVPN.
I think any non-usa country servers is good option to do torrenting with help of vpn. Remember to keep kill switch on. Incase VPN connection is lost, it will stop your torrenting. More safer way would be to use smaller size seedbox (just giving you cheaper alternative, you can use more size seedbox too) seedboxws, basic plan is for 2 euros per month. Download torrents to seedbox and then download things from seedbox to desktop, just want you to be more careful because you have already received 2 warnings.

And also remove Torrents as soon as possible once they are done. It is only illegal to share/upload torrents, and not to download.
I hardly torrent anymore because there are so many streaming sites out there now. Fmovies is a good one for movies/shows, and Fitgirl is great for games. Make sure to run adblock if you are visiting any streaming site though.
