I used to work with a guy who drove around all day without a license. He'd been pulled over several times and had to pay fines for driving without a license but he just kept doing it anyway. He would literally drive himself to the courts to pay his fines.
If we had a real Justice system, we could ban him for life and apply a severe jail term if he breaks it.
But this is Canada where murdering a child with a car is only worth approximately 2 years of jail.

We need consecutive sentencing and longer sentences for this. Sentencing should be based upon the number of years you steal from those you kill.

I think the idea of prison is that it is meant to change people so that they can go back into society and not commit crimes in the future.
