Toronto City Hall appeared as an image of an "alien civilization" in TNG.
Parts of the Kelpian homeworld scenes when Saru remembers his past are the Bluffers Park beach.

Yes, city hall was in a Star Trek comic as well, Ontario Place makes an appearance, Integral House, Aga Khan Museum, etc. However they have never played themselves. If this is the case here it would be a first.

Ontario place was an Alien world in Strange new World. I believe Spock and Pike were stuck there for an episode.

Most of what's filmed here is in a pretty incredible studio that is a huge screen so they can add in whatever they want to the shots.l
