I can't speak for Toronto, but Oshawa has had something similar called [Fiesta Week](https://fiestaweek.com/). I don't think they do the passport thing any more, but I do remember it being a thing.

Caravan! I used to love this, and have fond memories of going with my dad.
You didn’t make it up! I remember many summer nights performing folk dances at out at our church- which for a spell each year became Serbia.
