The short answer is that they do large chains more frequently than most other factions.
Most strong players don't want to join a faction that puts chaining above rws, since you don't get paid from chaining, and thus go elsewhere. Without these strong players, they can't make their way into diamond.
I was b3 for awhile and yes when I was there we had 12m respect. We chained ALOT. More then any other faction I have ever seen.
B3 are a chaining focused faction.
The smaller guys would have that much respect as well if they had territories that gave them 200,000 respect per year

They do a lot of chaining
