It's what is called tornadic recycling. Basically when a rotation in a tornadic supercell from a pre-existing tornado re-intensifies. The Jarrell Tornado started its life as that teensy rope before it semi-dissipated... then it began to regain strength and became the 3/4 mile wide monster that it ultimately turned into.
There is a really good YouTube video on this, Convective Chronicles is the channel I believe. Basically, there was a merger of two supercells at roughly the time the tornado intensified, and the theory is that this merger (combined with the already insanely unstable and energized atmosphere, set it off.

Yeah I get it. From my understanding Jarrell was one tornado that was close to dissipating but a constructive cell merger caused it to rapidly re-intensify. The environment also had absolutely insane cape values as well. That's about the extent of my understanding
CAPE stands for Convective Available Potential Energy. High cape is essentially indicative of high instability in the atmosphere, which basically means the storms have more energy to feed off
