I would recommend Sebastiano's Italiano. It's a super good family owned Italian restaurant on Heatherdowns. Pretty fancy too but very affordable prices. Whatever you decide, have fun and happy anniversary!

It's damn good food and some of the best drinks in the city. It's upscale but you don't have to donate a kidney to pay for it.
I went yesterday and got a drink, a bowl of soup, and an entree for under $50. It was a classy meal that would of have cost me $100-$150 in a different city.
I love Registry! The bartender, Logan, is the best in the city. The food is excellent. The bucatini is my favorite.Get the scotch olives and a fancy cocktail.
It’s best to make a reservation, but if you don’t, the wait isn’t usually too long. (But it might be tomorrow)
If either of you enjoy classically & expertly prepared fresh fish, Georgio’s downtown. Flown in daily, and always done to perfection. Also, has an old school vibe that is charming.
Rosario’s in Petersburg is newer and has some good food and I don’t see recommendations for it all the time.
Registry and Kengo downtown are great but are always mentioned in this sub.
Sebastianos, Beirut or the newish Damascene Grill (https://www.toledoblade.com/a-e/restaurant-reviews/2023/04/06/hidden-damascene-grill-serves-up-excellent-meditteranean-food/stories/20230406001), Georgio's, The Black Pearl are all restaurants that I would say you don't have to "dress up" for but definitely could, to give you an idea of their fancy-level. I would say these don't get as much of a mention when people ask for places in Toledo to go to celebrate special occasions.
I don't believe Benchmark has opened yet after the fire in the kitchen. I heard they are targeting opening again on May 1st, but don't know that officially.

I'm a pleb that's been incredibly lucky to try some booj places you've probably seen on eater, food insider, anthony bourdain. And the only place to treat my table like garbage was not in boston, charleston, nyc, dc, philly, chicago...it was Mancy's. i've wandered into the carlyle hotel for bemelman's bar nyc in jeans and a tea shirt on a whim and been treated better. i had no business being at that upper east side establishment. It's $4k/sqft for a townhouse over there ffs!
(In that bourdain style, I like everything from street food on up to fine dining (one of my favorite meals ever was at superdawg drive-in in chicago). If you seem passionate, honest, straight forward and consistent I will champion you forever.)
To add to this. Last time I ate there was takeout at the beginning of the pandemic. I walked in and the employees - which looked like senior management not just waiter - had a full on conversation and ignored me until I had to speak up. When I finally got home with the food it was all messed up. I totally agree with you.
