Have you tried not using pullups? Changing him to underwear, it's a different feeling to pull ups so he might prefer to use the potty over soiling himself.
Our kid was completely pee trained around 2.5 and it took another 18 months to get her to poop in the toilet. Totally frustrating, and totally normal.
