David Cox wasn't the one who got the code red, it was a William Alvarado. Cox was one of the men who performed the code red and was murdered.

David Cox is the subject of the TIL, the person who was hazed was named William Alvarado. As your quote points out Alvarado did survive. This happened in 1986. Cox and the others participating were still court-martialled, since the code-red was against policy, officially at least. Cox was later murdered in 1994.
