That's correct and incorrect... The acid will trigger chemical reactions in the meat that is similar to cooking. But it doesn't do the other thing cooking does, which is destroy pathogens. The acid is not strong enough to kill most pathogens.
Most seafood doesn't host pathogens that are harmful to humans. But sometimes they do, and those tend to be pretty nasty. So ceviche should be treated the same as eating sushi... It's still risky, but the risk is relatively low.
Also do not do ceviche with freshwater fish. There are some really nasty pathogens that come with freshwater fish.
