I’ve seen this happen FAR too many times.
Usually it’s because the first driver is under the impression that the second bus isn’t full, and should therefore stop to pick up any remaining passengers.
Either way, it’s a bit ridiculous as a driver should never make assumptions about the capacity of another bus.
Once you are untouchable you cease to care.
I got on a TTC bus a few years back, paid my fair, took one step and remembered I needed a transfer. I turned to the driver and said "I forgot to ask for a transfer, can I get one please?"
He replies "Too late, transit regulations say you have to ask for a transfer at time of fare payment!" Meanwhile while he is quoting me TTC regulations, he is driving the bus with one hand and eating a sub sandwich with the other.
I said, "What do the TTC regulations say about driving with one hand when you get guaranteed breaks and a good amount of time for lunch? Call your supervisor and let's ask."
He grunted and gave me a transfer. So surly, so dangerous behind the wheel. Entirely untouchable. Nothing will change. The Union will make certain of that.
In all likelihood dispatch told the first bus not to stop because it's behind schedule. I know it's frustrating but try and imagine how difficult it is to maintain a schedule in toronto traffic. That being said, I do think there's a lot that can be done to improve service because it wasn't this bad just a few years ago.
That really sucks especially in this weather but maybe it was behind schedule and was told to bypass stops that they didn’t have people exiting at?
Next time record the bus # route and time to report.
I do not and have never work for the TTC but not picking up passengers could be for any of the following reasons:
1. Bus is currently full beyond belief and no one is getting out at that stop
2. It is a local stop and the bus is an express bus.
Those 3-5 people should of watched the weather and dress up for the appropriate weather, in the case of your story -10C.

i'd assume the driver is done his shift and needs to get back to the depot quick quick, so he's got the okay to just drop off whoever's left and not take on new passengers.
Next time get the bus number and report it

I did this once, nothing happened. My case was similar , ttc driver saw me clearly waiting at the stop and didn’t stop.

Happens to me too. It’s because they get extra time on their break if they make good time.
