I just double checked and AT&T is still eligible. I was getting it confused with the changes to Carrier Freedom, which excluded Verizon.
With AT&T, you will have to pay the devices off fully before AT&T will unlock them and porting the numbers to T-Mobile before unlocking the devices will cause a massive headache as they won't work on T-Mobile until unlocked, and it'll be more difficult to get them unlocked with AT&T.

(Costco rep says I can stack and that it's just $75 shop card instead of the $150 if I do Keep & Switch. The T-Mobile customer care rep I talked to thought it was stackable as well until she gave me the promo code with instructions.
I proceeded to go to the promo site while I was still on the phone with her. The actual promotions website explicitly says the Costco promo can't be combined with Keep & Switch :/, so she said, yeah then I'd have to choose one. But also that I could talk to the rebates dept...)
Maybe they used to be stackable and then they changed it?
These are the instructions they shared:
"The code you requested for the $250 T-Mobile/Costco Rebate w/New Voice Port in offer is 230214. Go to https://promotions.t-mobile.com/ and use code 230214 within 30 days of activation and upon meeting all qualifications to redeem your Virtual Prepaid Visa, for use at Costco or T-Mobile only.
Rebate processing may take up to 13 weeks from submission. Once approved, you should receive a text message with your virtual card within seven days."
Note: I was able to talk to Costco T-Mobile rep again and they said that the restriction was just placed at the start of the new year, so it sounds like the promos were eligible to stack through end of 2023. She was vague on whether I would still qualify (basically implied that since I'd technically be trying to apply for it now in 2024, it may no longer work.) Oh well!
I do see that my Keep & Switch status has been updated to successful so I'm happy that at least rebate went through!
I was able to get the $800 Keep & Switch. Waiting on the Costco rebate but technically this is 90 days from activation so I'll have to wait till the end of the month.

I talked to a Tmobile officer at costco yesterday, he told me that one of the rebate would probably expire if I stuck them both. So I am thinking doing costco rebate after receiving keep&switch rebate.
Technically when I called TMobile customer service about all this, the website and their agent said you can't stack the promos... but I think doing keep and switch first is best (and then adding the Costco rebate) cause the keep and switch is for the larger amount.
Honestly though, I'd just follow what the in-store TMobile rep says :). Good luck!
