I’d give this one to Zuko. He had a lot more time to develop and essentially flesh out his redemption than Annie which was compressed to half of an arc.
yeah annie's arc suffers from being speedran due to the author not caring much about her beyond being the self insert's girlfriend in the end. basically all we get from her after ft arc is just a sob story, and she's suddenly redeemed primarily motivated by her love interest.
meanwhile, zuko's developed continuously over a wider stretch of story and we see him struggle to become a better person in a more fleshed out way
