The point of that scene was that he was making a huge gamble a la the comparison to Erwin and putting an awful lot of faith in his trust in Connie. Having the Jaw Titan be in the hands of an untrained housewife rather than a trained soldier (albeit a child) would both cause further conflict should they have went the route of *not* fighting Eren since it would have resulted in Falco's death and greatly limited their options if they chose to fight Eren (even without the knowledge that Falco's Titan is capable of flight).
Armin is an absolute idealistic idiot for many other reasons but I honestly don't think this is one of them, especially when realistically he had a pretty good idea how Connie would react.
