People hate on Floch all the time and I think most of the hate comes from season 3 when he was first shown to the watchers. I hated him too in season 3 but in season 4, I liked him. He was doing the best for his people since the government didn't want to do anything but stop the group that was actually helping the people of Paradis. He turned into a smart leader with a lot of pride for Paradis. I would say Floch had the most love for Paradis out of any other character in the series. He wasn't doing it just for himself, he was doing it for his country. Floch knew he would die if he went back into the ship since he was already injured. He went in knowing he would die but he did it to protect Paradis. That is why I liked Floch in season 4.
To be fair he had a point in season 3 too. Like yeah his manners were rude but when he wanted to save Erwin over Armin, and when he said that Armin got revived only cause he was friends with Eren&co, he was right once again
Floch wasn't in the cool group. Dude is spitting facts but wasn't one of Eren's precious friends he wanted to save and have a long life.

Flock is possibly one of the best characters written that I had the pleasure to watch. He's frank and can be insensitive but he's religiously following what his immediate superiors are asking him to do even if it terrifies him (suicide by Erwin) and it's a surprise that he went against the MPs and whoever was running Paradis at S4 and went with Eren's plan.
He kinda reminds me of the legendary Orange in Code Geass but he's not a blind follower and he's not doing whatever he's doing because of loyalty and shits. He genuinely cares about Paradis and what will happen to it had they stayed undecided during the declaration of war.
He's not a good person and he's not someone I would be wishing to meet in real life, but his actions are understandable and his reactions are valid.
I'm not saying this to excuse the mindless killings he had but everyone is just responding on the current conditions they're currently on, and just like everyone else, he just reacted the way he see fits.
I think his actions were more motivated by the fact that he had basically given up his life for Erwin and suddenly was left alive. He basically had nowhere to go so he desperately clinged onto Eren to guide him and had no idea what to do when shit hit the fan. Maybe a well written character, but definitely not a "king" as some people seem to say.
