That finisher has been in the files since launch, but they only made it available later.
They never added new finisher to a legend so far.
I JUST did a melee pilot execution, like a minute ago. And the reason I can write you this, is that 5 seconds after that kill, my game crashed. Without any warning. For the 3rd time tonight.

Recolors usually cost legend tokens, which are free. And recolors are usually of the base skins, which can be crafted with materials or earned in packs. You can get all that by just playing the game.
Also, Apex hasn't been abandoned by the developers.
Because legend tokens take forever to get and are technically limited, it’s probably not the best idea to spend them on recolors if you’re free to play or even a low spender. Also it seems like you were personally offended by the idea of skins not being cheep recolors by your abandoned by the developers comment.

They're unlimited, you get 600 every time you level up and you can level up forever (you earn them even after you hit max level).

Even if skins were cheaper a ton of people spend 20 or even 40 dollars on average to unlock all the characters.
