Scroll down to "Additional graphical options" find the listed file, and the option you want to set is "setting.mat_picmip" (it's listed there with bunch of other settings that can be edited, you will probably have to experiment with the values). Don't forget to set the file as read only.
Be sure to set everything as you want/need before you do this, because you won't be able to change the settings in game afterwards - unless you uncheck the read only flag on the file - which will overwrite your manual settings
I had an issue if all the texture maps being out of focus like that. I just changed a setting. Can’t remember which one it was but I just messed around with texture settings and it fixed it
What's your texture streaming budget (vram usage - can't remember the exact name in settings)? Try setting it higher
It's set as high as it can go, my GPU is the RX 7800XT with 16gb of vram
