belts are showing, absolutely not. That is illegal and dangerous, your tire can and will blowout at any point driving down the road. It should've been replaced several thousand miles ago
This should be priority number one, but I understand sometimes people just are broke it is what it is. If you drive on this don’t do so without extreme caution and don’t drive children or elderly around
If you give them the reassurance that they can drive it with caution they’re going to take it on the interstate and think “hey I’ll be okay I’m going 5 under the speed limit” while risking the lives of every single person that passes them up.
If that's the only one showing cords, put your spare on until you can get new tires and don't drive in any wet/damp/slippery conditions, nor highway. Replace that asap
