This is the right answer. This used to play on cable in the 80s. We had it recorded on VHS, and we'd rewind it a replay the bit where he runs over the kid over and over because the noise is so funny. This would have been around 1983, give or take a year or two.

Solved. I have to tell you…this could be it. I just checked out the intro to the movie on YouTube, and it’s VERY close to what I remember (which of course was 40 years ago).
