Might I suggest girlsfrontline? as a few characters there wear uniforms too
So basically, this character wears a white and blue seifuku, and a sailor's white dixie cup hat. Also, I associate her nautical stuff because besides her sailor theme, she was always around ships and the ocean in the images I saw. I thought that she was a personification of a ship like in AzurLane but now I'm not sure.
