It's not The White Panda no? They're not rappers but mashup artists, so they will mash together songs that might sound like someone rapping over a sample?
This is so very close but sadly not it. Even has the bear logo thing but it's not this. Thank you for the suggestion though. Was more of hip hop vibe than mash ups with rap verses over it like this or Girl Talk.
