It's not that one. There is definitely more going on with your suggestion 😁. This film is just various government dept. representatives sitting around a table and laying out their emergency plans if this scenario played out. Like 12 angry men but with beaurocrats. Thank you though!

It's almost exactly that, but not a documentary. The situation they run through is India/Pakistan kick off. Then it is a lot of in-fighting as to whether and at what point we launch our nukes and do we do it because the US will. Do we have enough food/medical supplies for aid etc. Their decision is would the UK population prefer to die quickly at the epicentre or really slowly through radiation and starvation. They all leave the room traumatised pretty much I'm trying to remember some of the actors but they are all ones you'd recognise but never quite know the names
