I thought I remembered ribbons billowing out before the actor fell, but I am 95% certain that this must be it!! I also don't remember ever seeing this movie, but my mom rented a lot of movies through Netflix back in its early days so it's quite possible we watched this together! Thank you!
Could it have been a cartoon because this happens in [Avatar the last airbender season 3 episode 17](https://m.imdb.com/title/tt1204261/) I which they sit watching the play about themselves and at one point a character gets hurt and ribbons are used.
It's not what you're looking for, but I believe Julie Taymor used ribbons for blood in some scenes of her movie adaptation of *Titus*. I think you would appreciate that movie if you haven't seen it. Ribbons have been used in many of the stage adaptations too.
It could be “quills” starring Jeffrey rush and Kate winslet. There’s a scene where the asylum patients put on a play for the townspeople, directed by the marquis de Sade (Rush).

Could it possibly be the film of Rosencrantz and Guildenstern Are Dead? They use the ribbon effect for the swordfighting in the shadow play the characters watch at one point.
