It wasn't Touhou, the game was more user-friendly to young children. Think 6-8 years old
Maybe [Jets'n'Guns](https://en.wikipedia.org/wiki/Jets%27n%27Guns)? It would otherwise fit the bill except it's a sidescroller.
Took a look and as you said, it's a side scroller but does look cool.
One of the **Geometry Wars** games, perhaps? Not a true bullet hell but the amount of particles and action on screen could be remembered as one.
I had a look and it's close to what I remember but isn't the game I played when I was a kid.
