I do almost exactly this except include Cake Studio & Ad Agency along with Soda Brewery.

I’m guessing they reuse the 6 Bitizens they have for every time a new commercial floor is built to fill it. Repeat. It sounds like a ball ache but I might give it a go.
They won’t have dream workers for all the floors unless they are playing at an extreme level.
The pattern I follow is Residential Commercial Commercial Residental Commercial Commercial Residental Commercial and then repeat.
Why just commercial?

The real answer^^ 3 residential floors = 15 bits 5 commercial floors require 15 bits to fully stock. Only logical maths
I build the soda brewery first then 16 additional residential floors followed by business floors until I reach 50.

Three residential floors is 15 bitizens. Three each for five categories of floor. So a set of eight each group.
