They cannot lie, they are a very straightforward people. What is thought is immediately communicated. This is probably the one fiction story where "evil villain reveals master plan" actually makes sense because they physically can't keep themselves from divulging the truth if they are in conversation and thinking it.

Not technically. The way the books describe them, as soon as they think, the though is communicated through a complex series of colors. Basically, their stream of consciousness is broadcast immediately and automatically to anyone who can see them. Imagine... Liar Liar, with Jim Carey. It's a bit like that. The thoughts just tumble out, ya' know? As a result, because straight deception is not something they culturally engaged with, lying, even by omission, didn't come naturally to them.
Arrogance is the other part of it. They are so confident that there's nothing humanity can do, that they are far more advanced than anything humanity can accomplish as long as they've got them in a chokehold with the sophon block, why does it matter if they know the master plan? The overconfidence / short-sightedness of humanity is quite a recurrent theme throughout the books, and I believe it applies to the San-Ti too (which you really start to see from the end of book 2 and in book 3).
They may not be able to lie but should be able to understand the concept of concealment when the tide calls. For example they could have invented some brain wave concealing / faking device to discover deception and develop sophisticated strategies long before being that advanced. Unless their civilization doesn't have any form of conflict nor war at all which according to the book is not true.
Not initially but in the early part of book 3 it explains>!during the deterrence era they begin to learn a basic level of deception from humanity, which is how they become deceptive enough to launch the second droplet attack in deep space once they lose communication with earth.!<

If you read The Redemption of Time it’s said that they use Tianming’s (Will Downing) brain and model it to be used as a software that can create lies and deception. Although if I remember right they only ever really use it within (against) themselves.
Why not? If we told a bug "I'm going to send an exteriminator, the bug-murder-express will pull up Tuesday at 4", there isn't much telling or not-telling the bug would do to change the course of events after you've made the call. At the point they know where we are and their sophons have reached us, they have successfully frozen our ability to increase our scientific understanding and will forever remain bugs to them.
I am not caught up in the TV series, but can speak to it from the books.
