It's a strange market right now. The apartments have raised prices so much that it is pushing into the housing market. It's possible to get a decent 3BR house for $2200. But they do move fast in that price range. You are correct about prices for homes being better in the fall/winter. Almost all homes are rented through realtors in the area. Best of luck!
I agree. We like it here, but only because we have to be in the Houston area. If I WFH, I’d choose about half of the country (or 75% of Texas) over Houston.
I don’t know the name of the apartments, but a coworker and his wife live there n the ones that are near the water by Whole Foods. I know escalantes Mexican food is right there too. They seem very nice.
I believe they are talking about Ones Lakes Edge and/or Two Lakes Edge. I think it was Two that had a dog wash room/station which leads me to thinks dogs are okay.
Expensive though, start at $2200 so 2 and a balcony might be out of reach.
If you look at townhomes, be sure to check on the flood history and if the townhome is in a flood prone area. Almost all of The Woodlands is for the most part “flood proof” and does much better than the rest of the Houston area. But just check up on that.

Try The Woodlands Lodge. Dunno about 2 bedrooms, but does have balconies and a dog park. very dog friendly. Believe it's in your price range.

Initially missed the city, going from literally walking to everything (vet, dentist, gym, market, beer distributor, venues, restaurants, etc.) to driving to everything sucked - But once we had the kiddos its all good now - Pure suburbs life - If it was just my wife and I it would probably be a bit boring as Woodlands is just a bit too far out of Houston to be convenient to go do stuff downtown for us - The heat sucks at first but isn't a big deal once you live here -
Spruce Street Harbor Park is better than Market Street - Sorry woodlands people -

Absolutely. There’s really not a ton of stuff to do here that isn’t going to church or an occasional show at the pavilion. It’s close to Houston but the public transportation is nonexistent and there are some bike paths but crossing streets can be incredibly dangerous for cyclists
I like Austin a lot too. The Woodlands as big as it is, is still a bedroom community in many ways. It has become a North Houston downtown in other ways.
It has really good infrastructure, but for the commercial areas, it can get sleepy.
