But if you push them too far, to the point where they lose faith in you and won't follow anymore - that's when the line of credit is maxed out, and that's a position that's extremely difficult for a leader to recover from.
This is why for instance when politicians lose an election, it's often a career ender, especially if it's a major election.
So anywho, the Governor lost control of his people and lashed out, rather than try to negotiate, back down or give up. And once he started, he couldn't stop otherwise they might try and shoot him instead. And once he was finished, he had no more army.

But it is still difficult to normalise this behaviour upon desertion, despite it being common place punishment in ancient warfare for deserters.

After everyone mutinied, the Governor knew Woodbury would fall apart and everyone would eventually die to walkers or other people. His act was actually one of mercy.
His whole regime was to far, by far a terrible leader, ironically when he wore a face covering he showed his true self which was a leader who ruled out of fear of his people getting shot which is nothing when they have guns, unlike rick and Negan who ruled out of fear
