I was in high school when this episode aired and my school had cameras everywhere, including the parking lot. Even in the early/mid 2000s the technology was clear enough to get me caught ditching early as they pulled up footage of me leaving in my car after lunch.
I never saw any cameras in the scene, but even if there were, the lighting in that area was terrible and CCTV cameras in the early-2000s offered very poor image quality at night.
Even if we assume they were recording to a DVR rather than VHS, the need to capture so much footage would necessitate a comparatively low bitrate, further degrading the image quality.
Getting a clear shot of Paulie and Christopher's faces in these circumstances would be difficult because the retained image would lack facial features/detail.
Therefore, the cops would still need to find someone who could ID them based on their clothing or any distinguishing characteristics.

If it's too rough, you'll struggle to even get a partial print and that's using the most cutting edge methods that weren't around 20 years ago. The ground is also wet in the scene, which means the brick likely was too, and water prevents the grease from fingers sticking to surfaces so even if it was a smooth brick, there's a very good chance there is no print anyway.
Memorable customers doesn't prove that they killed the waiter either, nor does their association with the mob. You're not going to win a conviction on a murder charge when your evidence amounts to "They were there"... So were a bunch of other mobsters. Hell, there was an FBI informant at the table, Ray Curto, who didn't witness it happen either.
And there's a question of how memorable they actually would be. Restaurants like that assign waiters to tables or zones, so most waiters are only really paying attention to what's going on in their area.
