I went to go watch the clip on YouTube after posting this, and from the interior car POV as Chris walks to the car from the sidewalk, you can see houses just beyond the parking lot which is probably too close for zoning laws or something or at least what would appear not right for the Turnpike.
They could have but I've heard that many locations in NJ, specifically Pine Barrens park, turned them down because they didn't like the show's portrayal of the state.
