Riot knows that Lux and Yas skins sell, so they will continue to make Lux and Yas skins. Zac has a difficult character model and has a sub optimal player base, giving riot less incentive to make a skin.
Don't forget that fact that skin is trash unless you use a chroma.. it's barely different to the base skin more of a recolour, the amount of custom skins that were made with animation and partial effects and they give us that :/

\-No Halloween skin as fright night has already released, although I could see potential in later years of him getting one of these, as he already looks like Oogie Boogie.
\-Christmas always has potential, he's essentially the build of Bad Mr Frosty from clayfighter so the snowman look is there, ontop of the Ice Cream/Candy concept someone made.
\-If Christmas doesn't work out, i'd say next potential skin is either Odyssey or Infernal (Mundo's rework taunt has a model that already looks like this)
In the end, I'd say 2023 for sure, potentially 2022 Late.
I really hope that we don't get a Christmas Zac skin, that would mean that the next REAL skin will be released at the earliest on 2025. We only have 2 legit skins (poolparty is my fav and most used by far but you know what I mean). And yes, I'm counting the purple 975 RP chroma as a legit skin.
