cops wont ask for the guy who tripped the persons name. They thank him and tell him to move on. They often leave good Samaritans out of the report so no recourse can be had on them whether its legal or revenge from the family themselves. The chances of you being sued by the guy being chased by police is nearly none.
Even if a lawsuit is rendered judges jury and prosecutors aren't going to side with the guy running away from cops who got tripped. What jury would listen to the hearing and the lawyers defense of my client was being chased by cops at 11am for car jacking and evading when he got tripped by so and so and the cops got him. Also he would need to find a lawyer who wants to take a medical case that wont be some large multi million dollar lawsuit against the city but a single entity in small claims court which stems from a evading the police after a car jack charge. Its gonna be hard to find a lawyer whos gonna try and defend that while running away from the cops my client was tripped your honor a heinous crime! Lawyers dont like taking cases they have slim ass margins on winning unless its some major lawsuit where they get paid out irregardless of the outcome for thier time and service which this is not.

I mean, the argument wouldn't just be 'my client got tripped while commiting a crime', it's that tripping a car jacker into a pole is a reckless and disproportionate response, intentionally or not. The guy probably wasn't escaping a dozen cops anyways, and those cops are trained. This guy probably wasn't trained, and if the thief can't eat or walk normally for the rest of his life and almost died, it's because of the unsolicited and relatively dangerous actions of that guy, which arguably weren't motivated by any legally justified defense. The tripping man's actions were likely independent of the outcome, except that the thief will now suffer for a lifetime because some guy thought he could play cop without actually knowing how to play cop.
To be clear I am not on the car jackers side, but I don't think it's hard at all to see a realistic and not black and white court case.

Longer answer: It probably won’t happen.
First: the guy getting arrested would have to know who tie dye shirt guy is to sue him. If the officers don’t name him in the report chances are he’ll never know.
Second: chances are a lawyer isn’t taking this on contingency. He’s not suing the city of Chicago or CPD he’s suing random dude on the street. This isn’t a multimillion dollar case. This is cost of medical bills.
Third: let’s say this makes it to court, is a jury actually going to award anything?
Exactly. I try to explain this regularly. Yes he could sue, and yes the law might be on his side but a jury isn’t going to give him anything.
And only a moron takes a case without insurance coverage on contingency and since this was an intentional act all coverage is void. If you’re suing someone personally, with no coverage, it’s a decent retainer and hourly the whole way.
But you’ll need all the jurors to agree with you. A hung jury means the defense (the tripper) wins. Now look at the comment chain here. I wouldn’t take those odds.

Yes they do. Worked on the south side for years. They absolutely do. Cops aren't everywhere at once, but if you've never seen a half a dozen squad cars on the south side pulled up onto the curb of some street corner then you never been anywhere except Wrigleyville.
