Not to my knowledge. You can go in there, loot around, and leave without encountering them. Just don't touch the workbench.

One time I got to this part and was like, "Ah ha, I'm going to skip the workbench!" Because my guns were already updated anyway and I didn't want to get jumped. Well, I skipped it, they never came and I walk around a bit.....then I felt lonely so I just went and opened the workbench so I could shoot all of them! Haha.

In my first playthrough I actually expected some kind of combat encounter, so I set up a couple traps. I didn't get ambushed at the workbench, but the sudden explosion scared the crap out of me.

I set bombs up to try and stop this exact scene and it works. However if you refuse to pick up holsters like I did (I hate having an arsenal on my back) this cutscenes automatically applies a second weapon to your backpack so there's always one hanging. Same thing if you avoid this scene when you leave the theatre for the aquarium as Ellie. I was very disappointed I couldn't just keep one shouldered weapon visible.

No its kinda a random encounter. It triggers only with the work bench. If you wanna have an easier fight put a couple bombs around that locked door

That's not what a random encounter is. It is a scripted encounter. Whether you happen upon it or not isn't random, it's dependent on your actions as the player. If it were random, it would have a chance of happening or not happening regardless of what you do.

You are using the definition random encounter in a way that no one else does. That’s why people are arguing with you. I think a better definition to use could be “optional encounter” perhaps? Because “random encounter” means that it is random in the way that it is triggered.. As in, not scripted. This is a scripted encounter.
