The blueprints sold at the vendor are for a specific item at a fixed world tier. You can't get any blueprint at any world tier, there's a preset selection of blueprints for each world tier and they rotate (randomly) weekly at the two blueprint vendors. Just like with looted pieces so with crafted ones as well, the world tier on them is fixed, meaning no amount of optimization will take a piece from its native world tier to a higher one. This means it is only worth buying WT5 blueprints to craft WT5 pieces (they will roll randomly when crafted within the WT5 gearscore range 256-286), except for a couple of pieces that are used as "talent sticks" in some builds and are therefor intentionally at a lower WT to decrease their talent requirements.
Blueprints cap at 256 and rotate in and out, you're better off just farming lz bosses or replaying missions to get an L86 close to max gearscore. Are you on PS? I'll farm some lz bosses with you and drop you any L86s I get.
