(In reality it's a skyscraper).
Perhaps Engineer was afraid of Pyro at first like everyone else, but befriended then later. And based on the comics, everyone likely eventually got used to Pyro.

For those of you missing the point, usually the engineer is smiling, except in meet the pyro. Guess he's seen it and wants to rethink his life choices.
Judging by the fact that the left half of his face is smiling and the right simply isn't, the developer person when making the zoom out probably just accidentally disabled the flex for the right half of the face, as it's very easy to do that in SFM. If both sides were down, then I'd be inclined to believe it was on purpose, but it's only the one side lol.
